The USDA Rural Development program guarantees business loans in rural areas (usually population 10,000 and under). The guarantee applies to loans; not lines of credit.

Applicants must prepare a business plan to show that it is a viable commercial project. The plan should show that the business will create rural jobs or make them more secure.
